I've get an answer from the babel authors [1]:

These languages make - active. Just disable the shorthand:

\documentclass{article}

\usepackage[slovak]{babel}
\usepackage{worldflags}

\begin{document}
   {\shorthandoff{-}\worldflag{SK}}
\end{document}

So, basically some things specific to the slovak babel ldf file.

Not sure, how to go from here. One could a request the author of 
worldflags to add a hint to the package documentation. On the other hand 
I guess the issue is not specific to the wordlflags package, but may 
happen with other packages based on pstricks too.

I tend to close the bug. Let mw know, what you think.
