I do not really understand, what means "acts like man". If try to find a 
non existing info page nothing is printed:

(tl-upgrade)hille@rasppi3:~$ info --where wrdlwrump
(tl-upgrade)hille@rasppi3:~$

Could you be more specific, what you expect instead?
