Thanks for all that. I've forwarded the issue to upstream. He does not 
like your patch, so I won't apply it.
I've created some kind of minimal example, which shows the issue. A 
possible workaround would be the line

\def\hungarianOptions{fancyhdr=unchanged}

just before the call to the babel package. However as the TeX files are 
generated this is not really an option AFAICT.
I could upload a new TL package, which reverts back to the old version 
of magyar.ldf; building the old hungarian installation guide works with 
that one. The issues solved in the faulty commit [1] [2] do not seem to 
be /that/ important.
