Bug#1143079: latex-cjk-chinese-arphic: Missing Apache 2 license for Type 1 font

Little update for my memory: the PS boilerplate is indeed now covered under
the Apache-2.0 license.  I will change the debian/copyright information
accordingly to include the Apache-2.0 attribution for the fragments.  I'll
see if I also need to add a lintian-overrides file.
