Bug#1143079: latex-cjk-chinese-arphic: Missing Apache 2 license for Type 1 font

Howdy,

Thanks, I had a look at tex-gyre (20180621-8) and the changes in
debian/copyright; very insightful.
BTW, I forgot I was trying to fix my race condition a while ago; that is
still lingering.  Anyway, I'll upload a fix tonight and merge with the
latest on Salsa.
