OK. it's unstripped_exe=yes in rules.defs

Could we just make that unstripped_exe ?= yes then it can be easily
overridden, or left as-is (as opposed to hard-coding logic like if
(DEB_CROSS) then unstripped_exe=no which seems prescriptive).
