Many of our delegations are dysfunctional or barely functional.
Some limp along for years and others are constantly on the brink of
falling into dysfunction.

If you try to do cross-project technical work that isn't just about the
contents of packages, this situation rapidly becomes clear.  If/when you
become DPL I think it will rapidly become clear to you as well.

So while I agree with you that more teams should have delegations, this
isn't the only problem and is perhaps not where the focus should be.
Many existing delegations have significant issues.
