First, you might want to change something here then:

"Send all of your e-mails in English. Only use other languages on mailing lists
where that is explicitly allowed (e.g. French on debian-user-french)."

While I wholeheartedly support the principles of this proposal, I believe that
points 4 and 6 are impractical and will create significant barriers (borderline
discrimination) for non-native English speakers, especially newcomers, within
the Debian community.

Also, when you point the Code of Conduct you might want to be more precise, as
we have one for Debian in general, one for Debian mailing lists and another one
for our conferences.
