This reads a bit like "keep the status quo, please".

Which is not a regression.

There is something I miss, though: the requirement to respect an
opt-out from packagers and even upstream projects, as well as from
e.g. mailing list contributors.

Nothing in this prevents people from making the slop machine ingest
or transform works in Debian or sent to Debian mailing lists, which,
frankly, is a disturbing lack of honouring consent or the absence
thereof.
