Bug#1136394: O: cunit -- Unit Testing Library for C

Hi,

I've brought the packaging up to date and would appreciate a sponsor

Summary of changes (2.1-3-dfsg-3, QA upload):
  - Reconciled git with the archive-only 2.1-3-dfsg-2.7 NMU (was never
    pushed to the Salsa repo)
    ( This still wants merging on Salsa:
    https://salsa.debian.org/debian/cunit/-/merge_requests/1 )
  - debhelper-compat bumped 9 -> 14, Standards-Version -> 4.7.4
  - Maintainer set to Debian QA Group per the orphaned status
  - Existing patches given proper DEP-3 headers
  - Excluded a couple of previously-unnoticed unclaimed files now that
    dh_missing errors on them by default (duplicate doc headers, a
    stray .la file)

Verified: clean local build, `lintian --pedantic`, and
`debian/tests/test.sh` via autopkgtest all pass.
