I request an adopter for the zchunk package.

It seems that over the years I have taken over maintenance for
too many packages and I cannot really give all of them the care
that they deserve. Thus, I request an adopter for the libzstd package.

The package is currently under the maintenance of the Debian RPM
packaging team; it might be best if it remained there, since there are
a couple of other RPM-ecosystem-related packages that depend on
the zck library.

The package description is:
 zchunk is a compressed file format that splits the file into independent
 chunks. This allows one to only download changed chunks when
 downloading a new version of the file, and also makes zchunk files
 efficient over rsync.
 .
 zchunk files are protected with strong checksums to verify that the file
 downloaded is, in fact, the file desired.
