I have contacted IPredator. They say, they have not received an abuse 
mail about wiki.debian.org. And they contacted you after this bug report

It was mentioned in the report that we were contacted regarding possible 
abuse but we can't find any record of that.
Can you please (re)send the information to [email protected] ?

wiki.

to users around the globe. It is a pity that only a few abusers can 
cause enough trouble to block access to important parts of the internet.
We kindly ask you to allow at least read access to your wiki for our
