french hamradio pages, missing navbar.inc

Hi,

Thanks for your work on translating the hamradio pages. Some of the pages
depend on the navbar.inc file and so were not building. I've copied this
file into the French tree at: french/devel/hamradio/navbar.inc

Could you proofread this as I do not speak French myself, I've gone on your
translations from the index.wml as they are the same links.
