but this is not always the case. For instance,

  https://www.debian.org/Bugs/server-control.en.html

has a link "their meanings" to

  https://www.debian.org/Bugs/Developer#severities

instead of

  https://www.debian.org/Bugs/Developer.en.html#severities

and this page has a link "instructions for reporting bugs" to

  https://www.debian.org/Bugs/Reporting#pseudoheader

instead of

  https://www.debian.org/Bugs/Reporting.en.html#pseudoheader
