On lists.debian.org there is a link to the complete index, that's enough
IMO. We cannot make direct links from everywhere to everywhere.

Furthermore: not everyone is most probably happy with the complete index
list, there might be people, especially newcomers, who prefer a listing 
sorted by categories or the like, instead of being overrun by a list with 
269 entries.
