I think he's trying:

https://packages.debian.org/stable/darktable.
and not:
https://packages.debian.org/stable/darktable
that you tried.

Notice how the original url ends with a period (.) which I guess it's 
wrong url.

I can reproduce the error he describes with the wrong url.
