The URL now should work fine, it should redirect you to
https://manpages.debian.org/cgi-bin/man.cgi?sektion=8&query=debootstrap&apropos=0&manpath=sid&locale=en
and you should be provided with the manpage. If you have any further
issues, please report them.

Thank you for reporting this issue. As mentioned by my colleagues, it was a
known downtime of the service. Unfortunately, it has taken too long for us
to get this fixed, sorry for the inconvenience.
