htaccess file not available

When one attempts to visit certain pages on the Debian site, they
receive an error:

Forbidden

You don't have permission to access /intro/about on this server.
Server unable to read htaccess file, denying access to be safe

This error appears on https://www.debian.org/intro/about and other pages.
