This problem is part of a wider problem commented in bug #820119:

In summary, we may need to get better "tidy" and "validate" tools and/or
fix the perl scripts that generate the files in international/l10n/po/
webpages.

I didn't work on the bug since my last comment, I hope I can catch up
during this summer.
