That is one option, the other is to just recognise links to known
Bugzilla instances or all bugzilla.*.* or show_bug.cgi links.

For the Debian bugstatus stuff, we took both approaches;
check both DebianBug links and all bug links to bugs.debian.org.

Since there are a number of links to bugzilla instances,
I would suggest starting with detecting links to those:

BTW, we do have a few interwiki link systems for bugs,
but none of them are for bugzilla instances AFAICT:
