Please translate News/weekly/index.wml

Hello Korean translation team

Thanks for your work translating the Debian website into Korean!

We have had some errors building the Korean pages (see log below).

I've committed a change of the locale from ko_KR to ko_KR.UTF-8:

and we no longer get the Perl warnings :)

About the error itself, I've "fixed" it committing a copy of the English
file News/weekly/index.wml (copypage.pl suggested me to recover an old
version from the 'attic' but then I did it, I saw that the encoding was
different than the other Korean pages, so I overwrote it with the
English one).
