Bug#884778: Validation complains about HTML files with zero size; deleted, but they reappear

The file reappeared with date 9 Dec 2017 and zero size.

The file www.debian.org/News/2003/20030728.sv.html was rebuilt
successfully, no validation/tidy issues since then, about this file.

I received validation error messages about the other two Swedish files,
and I see in the logs messages about the Portuguese and Italian files
that were zero size.

I've updated the corresponding wml files (with useful commits or dummy
ones) to try to force rebuild the pages. I'm not sure if the "dummy
commits" (add some space at the end) will trigger a rebuild, I'll keep
an eye in the logs.
