Broken links on manuals page

Hello!

I noticed the section https://www.debian.org/doc/devel-manuals#policy
contains links to the pdf and txt version of Debian policy.

The links yield error 404.

Please fix the links by removing the trailing .gz. The files are there
but uncompressed .pdf and .txt.
