I think this is related to this bug:

Debian#887107: [debian-i18n] https://i18n.debian.org/material/data/unstable.gz not updated since 2017-11-23 - https://bugs.debian.org/887107


There is a merge request for that bug, that needs review and test but I couldn't find the time to setup a test environment or finish reviewing the code... help welcome.
