Hello all
Happy new year 2019!
When a new year starts there are several website section that expect
$(CUR_YEAR) folders to be there in order to build ok.
It would be nice to document or even automate the creation of all the
needed folders and files, and, if possible, their corresponding
translations.

The wiki team have, for example, this page:
https://wiki.debian.org/Year

we could have a similar webpage to start with, but I'm not sure where to
place it (https://wiki.debian.org/Teams/Webmaster/Year?).

For now, I'm listing the sections having a 2018 folder and thus probably
needed to be taken into account when a new year starts:

english/News
english/News/weekly/
english/partners/
english/security/
english/vote

For English I guess it's enough to copy the former year folder and
adjust the year (e.g. 2018 -> 2019 and 18->19 in every place).

For the translations it's important to remember to update the git hashes
too (to point to the commit that was adding the new year files in
English folder).
