to proxy or not to proxy using http://deb.li?

Hi,

For instance browsing on https://wiki.debian.org/Teams/DebianGnome and following
one of the links in 'Important links' section that are based on http://deb.li
are currently very slow or doesn't provide any answer to me.
What is recommendation for such links?

In both https://wiki.debian.org/DebianWiki/EditorGuide, 
https://wiki.debian.org/HelpOnLinking, and https://wiki.debian.org/InterWiki, I
did not find recommendation or mention of this proxy system.

Any opinion on those links?
