right now i am fixing typos and broken links of wiki pages given at https://wiki.debian.org/DebianDevelopment. unfortunately i cannot provide changes made by me, i learnt moinmoin limitation on irc.

i have gone ahead and made few significant changes at https://wiki.debian.org/DebianTcl
