Debian wiki - 403 FORBIDDEN when accessing over VPN

Hello,

When using ProtonVPN (https://protonvpn.com/), https://wiki.debian.org/ 
returns 403 FORBIDDEN response.

I was able to reproduce this using multiple ProtonVPN servers in 
different countries. One of the IP addresses: 108.62.49.149.

If this bug belongs somewhere else, please let me know where to file.
