packages.debian.org does not get preferred language cookie

Hello,

Default document language sets a cookie for .www.debian.org, which is not
send to packages.debian.org. Chrome 87.0.4280.88 win10 home 19041.

Believe me when I say this is quite an annoyance, as not everything is
translated in packages, causing a weird mix of English (set as preferred)
and whatever the site decided on as default.
