Bug#980888: packages.debian.org: No list of files for arch:all packages

As Scott Talbert pointed out in [1], the "list of files" page for
arch:all packages in bullseye and above currently seems to be broken.
All pages list a yellow notification box with the content

    "No such package in this suite on this architecture."

See [2, 3, 4] for random examples.

The pages seem fine for buster and below.
