There is no pootle system here at Debian's DDTP!
On 
https://www.debian.org/international/l10n/ddtp.en.html
it is only mentioned as an idea of what can happen some day 
("There have been plans to implement a new framework ... ").

Currently there is only the DDTSS at
https://ddtp.debian.org/ddtss/index.cgi/xx
