While improving the current doc can always happen, I'm not sure I agree
with your assessment that critical information is missing…

The very first line mentions writing those mails to [email protected].

(That's the historical way of manipulating bug reports; support for
Control: when mailing [email protected] came much later.)

https://www.debian.org/Bugs/server-refcard is also very clear about
which commands can be sent to request@ and to control@.
