I don't know which is the better way forward, maybe add a repo for the theme in the ddp-team umbrella, and then file a bug for every documentation manual using Sphinx, suggesting including it? I also know there are some other bugs related to Debian Documentation using Sphinx (search box, javascript-related issues) but it's hard for me to find an enough-long chunk of time to look at them, apologies.
