Even for the website we generate all the formats, including PDF. However, I think that all the languages are handled by dblatex now, and no xmlroff is needed. (Well, in fact, looking at the Makefile https://salsa.debian.org/ddp-team/release-notes/-/blob/bullseye/Makefile?ref_type=heads there are several languages marked as XMLROFF_LANGS but later there is another variable DISABLED_PDF including them. So at the end, xmlroff is not called. The same for the bookworm release notes). So the remaining issue is not with xmlroff anymore, but with the fonts-sil-charis package.
