Bug#1085845: www.debian.org: Translation for navbar "Blog" "Micronews" "Planet" not effective outside homepage

In https://www.debian.org/index.nl.html , the three links at the top
"Blog" "Micronews" "Planet" are correctly translated as "Blog" "Micronieuws"
and "Planeet". However in https://www.debian.org/contact.nl.html , these
translations are missing and only English strings appear.

Looking into english/template/debian/navbar.wml , these strings are
gettextized here:

The translated strings are placed under po/homepage.pot . However, the new
navbar is also used outside of our homepage. Perhaps this is causing webpages
that are not homepage to be missing this translation.

I tried to dig into english/template/debian/ directory but do not have a
good understanding on why translations from po/homepage.*.po is not read.
If anyone has some good idea, please feel free to fix it. My rough solution
would be moving their gettext domain to "templates" instead of "homepage".
