Looking at the changelog of nfs-utils package, this file was removed back in 2022
due to being obsolete:

nfs-utils (1:2.6.1-1) unstable; urgency=medium

  * Delete obsolete README.Debian.nfsv4

Unfortunately we need someone more familiar with this field to update the words
on Debian Wiki. Since this is a Wiki, anyone (including you) can make updates to
the Wiki page and fix this problem.
