Bug#1109231: www.debian.org: text versions of release-notes not properly encoded

The page https://www.debian.org/releases/trixie/releasenotes has links to translated versions
of the relese notes in HTML, plain text and PDF versions.

The plain text versions when downloaded and displayed locally show the national characters
correctly and according to the "file" command they are "Unicode text, UTF-8 text",
but if I display them in Chrome or Firefox by clicking on the links of that page, such as
https://www.debian.org/releases/trixie/release-notes.it.txt
I see garbled characters as if the browser is using an encoding such as ISO-8859-1.

The HTML and the PDF versions do not show this issue.
