Hi,

Please could you allowlist the following ranges:

8.36.116.0/24
8.39.144.0/24
31.186.239.0/24
163.116.128.0/17
162.10.0.0/17

I'm a Qualcomm employee, working on an initiative inside Qualcomm to
improve support for Qualcomm hardware directly upstream and in Debian.
On my Qualcomm corporate managed laptop, I often get a 403 reaching
https://wiki.debian.org, making it difficult to demonstrate to
colleagues how to do packaging correctly!

My understanding is that some of our outbound ranges but not all of them
are blocklisted on the Debian infrastructure side.

I hope this is the appropriate place to ask - it seems to have become
the de facto venue for allowlist requests?
