Managing access to the webwml repository

Hi all,

I've enabled issues to our webwml repository.  Mainly for managing the
membership and having a way to sent notes to people requesting access
to the repository.

In gitlab you cannot sent a notice to users if you deny or grant
access to the repository. Now we have an issue, were we can mentioning
someone in a comment if he's a member of the repo. By default we
only grant read access (the role is Reporter) and then mention
this person in issue

If people really need write access, they can open an issue or write an
email to [email protected]
