Add Lintian override for Teflon delegate plugin location

libteflon.so is installed under /usr/lib/teflon/ as a TensorFlow Lite
delegate plugin. Delegates are loaded via dlopen() using an
application-provided absolute path and the C delegate ABI is
intentionally unversioned. Therefore this is not a "normal" shared
library meant to live in the multiarch libdir.

Add a Lintian override for arch-dependent-file-not-in-arch-specific-directory
for the Teflon delegate plugin library.
