The package pci.ids is basically only the file /usr/share/misc/pci.ids [1].
This file is used in many places [2].
I (randomly) looked at pciutils and the data (in stripped form) appears to be provided by pciutils-udeb [3], so the file is most probably already available for the installer.
For the udeb version of libpciaccess it would probably be sufficient to have a 'Suggest' again instead of a 'Depends' (or alternatively a pci-ids.udeb package)
