Canvis substancials al codi del l10n-bot

He reescrit la interfície del l10n-bot (<http://ca.debian.net>) de
python + python-kid a perl + perl-petal. I he netejat el codi del
bot i els altres guions adjunts.

Per tant si noteu algun problema, podria ser degut a aquests canvis.
No dubteu en avisar-me!
