Dear Publicity, English localization, and Internationalization teams

I've just pushed to the announcements repo these two drafts:

to announce the handover of Debian 12 to LTS, and EOL of Debian 11 LTS.

It would be great to release the first on July 8th (Actually, it could
include information about the last point release the next week end).
And the second, on August 31.
