I partially understand, and to simplify it works like this (if the team 
didn't ask for a change from the default settings).

You need 3 revisions. But every week (7 days) that pass without the 
package being approved the system will gift you 1 virtual revision (it 
will not show in the numbers). But it will never gift you more than 2.

Basically:
  - 3 revisions - immediately approved
  - 2 revisions - approved after 7 days (after last change)
  - 1 revision - approved after 14 days (after last change).
