Yes, i know that. 
I was using orth's packages and it *was*
there. 
Now it is not. :-(  sigh!
To be more clear, the kcontrol module is
there but it is empty, no layouts listed.

And the current layout is broken.
Many chars don't work. Quotes work like 
tildes in spanish layout. You type the tilde
the a letter and it shows then.

And in some editor ( jedit ) i can barely
code now. This morning ... everything was ok.

And my keyboard layout is plain simple 105 us.
I change to spanish layout to write to humans 
and to us to program because chars like [] {} 
are more handy in us layout.

And as i said in gnome everything works ok
but 1 hour after using it I was not ok.

I will investigate but any help is welcome.
