Ok, here is the deal. The 1103 cvs debs still have the problem. However I have 
nailed it down to a specific event. X, kwin, and kded all play nice until I 
close a konqueror session then cpu utilization spikes. I ran a strace against 
the four processes starting just before I close the konqueror session to just 
after but can't see anything odd. Also, the cpu spiked when I closed 
konqueror but the process was still running and I had to run kill. I have 
posted the gzipped trace file at http://www.onsyd.com/~alsobrsp/kwin It is 
interesting to note that this happened this time with the 0916 cvs debs as 
well.

Let me know if there is anything specific to try. I'll keep looking.
