missing libkparts.so in 20031103 build

Hello,
I've been using the debian kde cvs repository for a while now, but in
the last upgrade (build 20031103) has rendered my JDE unusable. It fails
to start and gives an error: "Cannot start kdeinit. Check your
installation"
When I try to start kdeinit from a console it fails to load kde and says
that the shared library libkparts.so.2 is missing. I searched for it,
and, in effect, isn't in the /usr/lib/ tree. Since the precious build
was removed from the repository, I had to install kde 3.1.4.
I have checked the archives and haven't seen anyone with this problem.
