It seems O don't have ¤ (this one is copy-pasted) or it's not written on the 
keys but, for Ä Ö Ï, I get nothing.

It's in (I'm translating from my french version of OO on Slack):

Tools - Options - Language Settings - Languages

and I've tried this to no avail. I believe this is for date formats or 
whatever. Even though I change this to Russian, I still have all my accented 
characters in OO on Slack.

I'll send you on one or two emails of people I've contacted at OOo. Certainly 
they can help you more than I.
