Buster is now up to version 6 of ncurses, although there seems still to be a 
source package for ncurses5 in Sid.

Which ARM processor version are you using?  To find out run
$ uname -r
and look after the minus sign.

Have you tried building the packages from source, just to see what goes wrong?

Do you even really need the debugging symbols and stuff?
