It is until the issues with a fix in unreleased get uploaded to
unstable.

If somedody gets the time to discuss with debootstrap people, yes.
As in: they need to be convinced that it's the right way to put
extra-suites before the target suite. Possibly they'd rather want to
introduce another option for that case.
